Fleck is the boss of the city. He cuts ribbons at new stores and decides where construction is allowed. Fleck always wears a costume and many people think that costume is weird. But when he wakes up one day and his costume is gone, no one will recognize him! Who is going to cut the ribbons and tell the construction workers where they can build?
